§ 110-709. Required number of parking spaces.

  • (a)

    Requirements for specific uses. The off-street parking required by this division shall be provided and maintained on the basis of the following minimum requirements:

    (1)

    Dwellings, single-family and two-family: One parking space for each dwelling unit.

    (2)

    Dwellings, multiple-family: 1.5 parking spaces for each dwelling unit.

    (3)

    Roominghouses, lodginghouses, boardinghouses: One parking space for each rental sleeping room, plus one parking space for the owner or operator.

    (4)

    Dormitories, fraternities: 1.5 parking spaces for each two students based upon maximum capacity, plus one parking space for the manager or operator, plus one parking space for each two employees.

    (5)

    Hotels, including clubs: 1.1 parking spaces per sleeping unit, plus one per resident manager. If, in addition to sleeping rooms, there are other uses operated in conjunction with and/or as part of the hotel, additional off-street parking spaces shall be provided for such other uses as would be required by this section if such uses were separate from the hotel, to the extent of 35 percent of the off-street parking specified in this division for retail stores, offices, service establishments, bars, restaurants, dining rooms, nightclubs, cabarets, ballrooms, banquet halls, meeting rooms, or auditoriums.

    (6)

    Motels, tourist homes, guest cabins, villas, and house courts: 1.1 parking spaces for each guestroom, cabin or rental unit, plus one parking space for the owner or manager.

    (7)

    Hospitals: 1.25 parking spaces per bed based on maximum capacity.

    (8)

    Sanitariums, asylums, orphanages, convalescent homes, and homes for the aged and infirm: One parking space for each three beds for patients or inmates, plus one parking space for each three paid employees.

    (9)

    Theaters and other places of assembly having fixed seats: 0.3 parking spaces per person based on maximum capacity.

    (10)

    Places of public assembly, including assembly halls (except as included in subsections (a)(9) and (11) of this section), exhibition halls, convention halls, dancehalls, skating rinks, sport arenas, community centers, libraries and museums: 0.4 parking spaces per seat based upon maximum capacity.

    (11)

    Private clubs, lodges, fraternal buildings, and union halls: 0.4 parking spaces per seat based upon maximum capacity.

    (12)

    Churches: 0.3 parking spaces per seat based on maximum capacity of the auditorium or principal place of assembly.

    (13)

    Stadiums, racetracks, fairgrounds, and circus grounds: 0.4 parking spaces per seat based upon maximum capacity.

    (14)

    Bowling alleys: 0.4 parking spaces per seat based on maximum seating capacity.

    (15)

    Mortuaries: One parking space per 50 square feet of building area devoted to slumber rooms, parlors or individual mortuary rooms; plus 0.3 parking spaces per seat based on maximum capacity of the funeral service chambers or chapel.

    (16)

    Medical, dental, chiropractic, etc., clinics (separate buildings): Four parking spaces for each doctor.

    (17)

    Business, professional and governmental offices and research and testing laboratories: 1.6 parking spaces for each 400 square feet of floor area.

    (18)

    Restaurants, bars, beer gardens, clubs, and nightclubs: 1.6 parking spaces for each four seats in rooms for customer service.

    (19)

    Elementary schools, public, private or parochial: 0.4 parking spaces per student at maximum capacity.

    (20)

    Junior and senior high schools and colleges, public, private, or parochial: 0.6 parking spaces per student at maximum capacity.

    (21)

    Retail stores, personal service shops, household repair or equipment shops, and interior decoration shops: Three parking spaces for each 400 square feet of floor area.

    (22)

    Manufacturing or bottling establishments, printing and engraving shops, warehouses, wholesale stores, and laundry and storage buildings: 0.7 parking spaces per maximum employment capacity based on the largest single employment shift.

    (23)

    Motor vehicle salesrooms, automobile service establishments, automobile accessory establishments, automobile rental establishments, and gasoline service stations: 1.5 parking spaces per maximum numbers of people to be regularly employed, plus 0.5 parking spaces per 100 square feet of building floor area devoted to retail selling of merchandise, goods and products.

    (24)

    Terminal facilities, including airports, railroad passenger and freight stations, bus depots, and truck terminals; also commercial swimming pools and the like: 1.5 plus off-street parking space per employee in an amount determined by the board of adjustment to be adequate to serve employees and the public as customers, patrons and visitors.

    (b)

    Uses not specifically listed. The requirements for off-street parking for any uses not specifically mentioned in this section shall be the same as provided in this section for the use most similar to the one sought, it being the intent to require all uses to provide off-street parking.

    (c)

    Fractional measurements. When units or measurements determining the number of required off-street parking spaces result in a requirement of a fractional space, any such fraction equal to or greater than 0.5 shall require a full off-street parking space.

    (d)

    Mixed uses. In the case of mixed uses, the total requirements for off-street parking shall be the sum of the requirements of the various uses computed separately, and off-street parking space for one use shall not be considered as providing the required off-street parking for any other use.

    (e)

    Measurement of floor area and seating facilities. For the purposes of this division, floor area shall mean the gross floor area inside of the exterior walls. In hospitals, bassinets shall not count as beds. In stadiums, sport arenas, churches, and other places of assembly in which occupants utilize benches, pews or other similar seating facilities, each 20 lineal inches of such seating facilities shall be counted as one seat for the purpose of computing off-street parking requirements.

    (f)

    Minimum requirement. Irrespective of any other requirement of this division, each and every separate and individual store, office or other business shall be provided with at least one off-street parking space.
