§ 82-31. Garbage system declared public utility; collection generally.

  • For the maintenance of public health and general sanitary conditions throughout the city, the sanitary garbage system of the city is declared to be a public utility. All garbage accumulated in the city shall be collected, conveyed, and disposed of by the city government. No person shall convey garbage over any of the streets or alleys of the city or dispose of any garbage accumulated in the city without a written contract or permit from the city. Any person may convey or dispose of rubbish or trash provided that the person does not allow this material to be deposited on any street, alley, sidewalk, park, vacant or improved premises, occupied or unoccupied premises, body of water, or public area within the city other than a sanitary landfill.
